Sabaku je grupa koju podržava Tokugawu koji želi uvest centralizam i štiti Japan od vanjskog pritiska svijeta. Ministar šogunata Naosuke li, otvara luke zapadnim zemljama, a osim njega u ovoj grupi upoznat ćemo i zgodnu Taku Murayamu.
Grupa Tobaku se protivi šogunatu, ali njihova je grupa podijeljena. U ovoj grupi upoznat ćemo Ryomu Sakamota, koji je poprilično vješt borac. Iz grupe je također istaknut Kogoro Katsura koji dolazi iz klana Chosu, radi se o učitelju koji ponekad voli popiti malo više sakea.
I posljednja grupa je Obei koja predstavlja zapadne snage i predvodi ju Matthew Perry i Rutherford Alcock. Njihov cilj je natjerati Japan na otvorenje trgovine sa zapadnim snagama bilo to na silu ili miran način. Matthew je zapovjednik mornarice, dok Rutherford služi britaniju diplomatski.
